The Challenge:

As mission demands surged, PMS NSW faced a critical shortfall in specialized manpower providing capability to our nation’s warfighters. The pace and complexity of SOF acquisition programs required immediate access to seasoned subject matter experts capable of navigating technical, organizational, and regulatory hurdles, particularly around NAVSEA certification protocols for integrated platforms including SDVs, UUVs, and UAVs.

Cydecor's Solution:

Cydecor deployed a high-caliber team of SMEs, embedding skilled professionals with domain expertise directly with the PMO. To meet the demand for special operations, Cydecor delivers a team comprised of former SOF operators, acquisition professionals, and technical SMEs to support to work in the trenches every day with the NSW customer to implement, manage, innovate, evolve, and revolutionize their programs and the way they do business.

Impact & Outcome:

  • Capability Delivery: Cydecor’s technical and operational depth allows us to help deliver critical SOF-peculiar capability to PMS NSW’s undersea mobility portfolio, resulting in direct impact to the warfighter and the mission.
  • Efficiency through Innovation: Our efforts to deliver mission-critical capability within funding constraints have allowed PMS NSW to identify acquisition innovations such as program consolidations, right-sizing of processes and certification requirements, and multi-mission capabilities, resulting in substantial cost and schedule efficiencies.
  • Enduring Capability: Cydecor established the NSW Line Officer Acquisition Corps and Major Program Manager career path to help PMS NSW pull active duty SEAL officers into the program office to prepare them for a second career as acquisition professionals, resulting in 45 cohort members to date, and a pipeline that will deliver workforce continuity, career opportunities for SEALs, and the ability to field and essential capabilities for decades to come.
  • Certification & Readiness: Cydecor has helped lead the effort to streamline certification and approval processes for deep submergence system—by developing certification specifications specific to the NSW MK11 SWCS, PMS NSW was able to move away from the overly restrictive full scope of certification requirements, resulting substantial increases to readiness and to cost and schedule execution.

Long-Term Value:

Cydecor’s contributions extended beyond contract execution, building trust, cultivating leadership pipelines within PMS NSW office, and reinforcing the Navy’s mission with adaptive, proactive support.
